
We've installed some language packs on our 8.0.1 servers and expect to see this dialog on creating any new database application, using one of the multilingual templates. These, obviously, include mail8.ntf.
Trouble is, we don't see the language prompt when creating any new application based on one of these multilingual templates, and we just can't see why.
mail8.ntf, mysteriously, was not enabled as a multilingual database after the language pack install, though other templates were.
All have now been enabled as multilingual databases (they mean applications, surely?) and all have default language set to English.
None, however, seems to elicit the desired what language do you want prompt, save for dwa7.ntf, still hanging around on a D7 server somewhere which had previously had language packs added it it.
Creating a new application based on any of these templates results in one containing every design element in every language.
Does anyone have any experience debugging these things?

Multilingual databases don't prompt for language selection but use the Regional profile setting in user preferences (not really certain it wasn't the Content language setting though - been a while since I did anything with Workbench). By changing these you can "select" the desired one. Note that, in my experience, most international users have this already set correctly as it helps with date and decimal settings as well.
The same goes for web sites, except these use OS's regional setting.
